Is debt management program is a good idea to consolidate debt?
No. The ones that aren't scams are mostly ripoffs. They require you to pay huge upfront fees, usually thousands of dollars, and then require you to continue to pay them hundreds of dollars a month while the “negotiate” with your creditors.
A better, safer, way to go would be to hire an attorney who handles consumer credit issues. Most won't require a deposit and will charge you by the hour for only the work that they do (or you could pay a flat fee). You can get an attorney referral from your local county bar association. You may be eligible for free legal help from your local legal aid office.
